Upcoming Community Development Project: A Retaining Wall in Lima, Peru

By: Mary Bourke, Jun 17, 2026 3:39:33 PM
Community Profiles

When it come to building a safer future for vulnerable populations, true community development always needs to begin with the ground beneath our feet. For the thousands of families living in the steep, informal neighborhoods on the outskirts of Peru’s capital, daily life is a balancing act on unstable desert slopes. Lima, Peru's human settlements face a constant threat of landslides, shifting sand, and structural collapses. To address these dangerous living conditions, the Safe Homes Movement is proud to launch our upcoming infrastructure initiative: a community-led retaining wall engineered to secure the terrain, protect local families, and lay the foundation for long-term safety.

Understanding the Landscape of Community Insecurity in Lima

To understand the urgency of this project, one must understand the unique layout of a modern human settlements in this region. Driven by rapid migration, families construct their homes out of lightweight materials on high, vertical cliffsides. Because these hillsides are composed of loose sand and unstable rocks, the natural terrain is incredibly hazardous.

Without proper stabilization, a minor tremor or heavy seasonal mist can trigger a catastrophic rockslide, destroying homes and cutting off vital pedestrian pathways. This lack of basic infrastructure creates a constant state of anxiety for residents, turning an ordinary walk home into a dangerous trek. By targeting these specific geographic vulnerabilities, our Service Learning Trip participants and local teams work to transform an impossible landscape into a secure, cohesive neighborhood.

Putting Action Behind the Engineering

Our upcoming project focuses entirely on neutralizing these physical threats through practical, robust civil engineering. As we prepare to break ground alongside local residents, our mission is clear. A local resident involved in the construction of this project gave a statement: "today we are doing the retaining wall. The retaining wall is used to hold back all the collapse that a pile of loose rocks could cause, and that endanger children and everyone in general."

Rather than relying on top-down charity, this project uses a collaborative model. "Community members are taking the lead to build a new retaining wall, designed to protect homes and ensure stability in the neighborhood." This shared effort ensures that locals have a deep sense of ownership over their neighborhood's development and physical safety.

Building a Foundation for the Future

Ultimately, the impact of this retaining wall stretches far beyond the physical concrete and stone. In these communities, the presence of permanent, engineered infrastructure is often a critical requirement for residents to lobby local governments for land titles and public utilities like electricity and running water.

Every single initiative we take on is a crucial part of our larger community development strategy. By working together to stabilize the land, we aren't just preventing rockslides; we are clearing a path for permanent economic stability and social justice.
